When critical subsea cables in the Red Sea needed emergency repair, a leading international cable maintenance operator had to move fast. Sen & Ray coordinated the environmental, legal and insurance response within 48 hours, allowing the client to proceed with the critical repairs immediately.
The challenge
Subsea cables carry the vast majority of international data traffic, and the Red Sea is one of the busiest routes connecting Europe, the Middle East, Africa and Asia. When damage to cables in the region disrupted connectivity, our client, a leading international subsea cable maintenance operator, was called on to carry out urgent repairs.
Repairs in these waters are complex. Before work could begin, the client needed environmental clearance for operations in a sensitive marine ecosystem, legal and regulatory approvals from the relevant authorities, and the right insurance cover for the vessel, crew and operation. Every day of delay meant rerouted traffic and higher costs across the network.
Our role
Sen & Ray brought its environmental, legal and insurance specialists together as one coordinated team. Within 48 hours of engagement, all three workstreams were in place, allowing the client to proceed with the critical repairs immediately rather than waiting on approvals one after another.
Environmental assessment. We assessed the environmental impact of the repair operation and set out measures to protect the marine environment, giving the authorities a clear basis for approval.
Insurance. We worked with the client and its brokers to confirm appropriate cover for the vessel, crew and operation, aligned with the contract terms.
Legal and regulatory approvals. We prepared the regulatory submissions and liaised with the relevant authorities until the approvals to proceed were in place.
Our marine expertise
The speed of this response came from experience. Sen & Ray's marine practice brings together specialists who understand how offshore operations work in practice, not just on paper:
- Marine environmental assessment. Evaluating seabed, reef and coastal impacts and designing practical mitigation for offshore works.
- Marine insurance. Advising on hull and machinery, protection & indemnity and specialist cover for vessels, crews and offshore operations.
- Maritime regulatory approvals. Navigating coastal-state permits, port and vessel clearances, and multi-authority approval processes.
- Offshore contracts and compliance. Aligning charter terms, insurance and regulatory conditions so operations can proceed with confidence.
Because these disciplines sit under one roof, we can run them in parallel rather than in sequence. That is what turned a process that often takes weeks into a 48-hour response.
The outcome
48 hours from engagement to a fully coordinated environmental, legal and insurance response. With every clearance in hand, the repair vessel proceeded without delay, the repairs were completed and service was restored to the network.
Why it matters
Subsea cables carry the vast majority of international data traffic, and restoring them quickly takes more than a ship and a crew. This engagement showed what Sen & Ray does best in the marine world: bringing environmental, legal and insurance expertise together under one team, so critical offshore infrastructure can be restored quickly, safely and responsibly.
